On April 26, 1966, the Spring Township Supervisors adopted an Ordinance incorporating the Spring Township Authority for the purpose of providing and extending the sanitary sewage service to portions of Spring Township, Centre County, Pennsylvania.

Over the years, the scope of the system broadened and it became apparent that it was feasible to provide service to portions of Benner Township, Centre County, Pennsylvania. As a result thereof, the two townships agreed to form a new joint authority. Spring and Benner Townships adopted ordinances incorporating the Spring-Benner Joint Authority under dates of December 6, 1976 and December 21, 1976, respectively. The Secretary of the Commonwealth approved the Articles of Incorporation on January 4, 1977.

The project consisted of construction of a sewage collection and conveyance system to serve portions of Spring and Benner Townships. It included over 24 miles of gravity collector sewers and two pumping stations with force mains. Sewage from the sytem was transported to the Bellefonte Borough Wastewater Treatment Plant; a 1.5 MGD activeated sludge operation.

Early in 1983, Walker Township was incorporated into the system, forming the Spring-Benner-Walker Joint Authority. The second phase of the project included 21 more miles of collection system, primarily in the Buffalo Run and Zion areas. The State Correctional Institution at Rockview was added to the system shortly after the completion of the Phase II project, when work was begun on the Bellefonte Treatment Plant upgrade and expansion.
